Energy support in 2027: two timelines for households in Luxembourg

The 29 October agreement extends support for electricity and heating throughout 2027. The discount on petrol and diesel will end in late February. Amounts, conditions and disagreements: what the signed text provides for.

When planning their energy budget for 2027, households in Luxembourg will need to bear two deadlines in mind. Support for electricity and heating is set to continue until the end of the year. Support for petrol and diesel will end on 28 February. The agreement signed in Senningen on 29 October therefore does not extend all discounts indiscriminately: it maintains longer-lasting protection for energy used in the home.

This distinction matters more than a general announcement that «support measures are being extended». It means looking at the product concerned, the unit to which the reduction applies and the period for which it is available. An amount per kilowatt-hour is neither a guaranteed electricity price nor an identical sum paid to every household.

What the signed text provides for

The addendum supplements the tripartite agreement of 8 June 2026. It was concluded between the government and organisations representing employers, trade unions, the civil service and agriculture. Here are the main terms for households:

  • Electricity: 4 euro cents including VAT per kWh from 1 January to 31 December 2027, for residential customers consuming less than 25 000 kWh a year.
  • Heating oil: 15 cents including VAT per litre for the same year.
  • Gas: 15 cents including VAT per cubic metre, also until 31 December. The text provides for the measure to be extended to users of liquefied petroleum gas.
  • Petrol and diesel: the 5-cent discount including VAT per litre will remain in place until 28 February 2027, the end date specified in the agreement.

These are the commitments formalised in the addendum. For liquefied petroleum gas, do not convert the amount expressed for gas into a per-litre subsidy yourself: the document announces the extension without detailing here how it applies to each method of delivery. Addendum of 29 October 2026, signed text.

Four cents is not the whole electricity subsidy

The subsidy on consumption forms part of a package already in place. The Ministry of the Economy distinguishes three measures: a state contribution towards network costs, public funding for the renewable energy compensation mechanism, and a reduction of 4 cents per kWh for eligible households.

This distinction prevents the overall support from being underestimated, but also avoids adding together amounts that do not cover the same period. The ministry factsheet, updated on 3 August 2026, gives, among other figures, total support of around 11,3 cents per kWh for August-December 2026. This figure for a specific period should not be presented as the definitive rate for the whole of 2027.

The same factsheet says that the electricity measures described are applied automatically, without any action on the customer’s part. It also points out that the actual price depends on consumption, the supplier and the contract. An announcement that support is being extended is therefore no substitute for checking the terms and rates offered by your supplier. Ministry of the Economy, how electricity support works.

From a unit rate to an indicative amount

A calculation shows what the 4-cent reduction alone means. For an eligible household consuming 4 000 kWh over the course of 2027, the amount would be 160 euros: 4 000 multiplied by 0,04 euro. This is a hypothetical example, not an estimate of average consumption or the final bill.

The same calculation gives 150 euros for 1 000 litres of heating oil receiving compensation of 15 cents per litre. For fuel, 50 litres covered by the 5-cent discount amounts to 2,50 euros. These figures illustrate how the system works; they do not automatically add up for all households, whose equipment and usage differ.

Above all, an unchanged reduction can coexist with a bill that rises or falls. The price before support and the quantities consumed still matter. The right point of reference is therefore the amount applied to a particular use, not the promise of a fixed annual outlay.

Trade unions disagree on what to do for motorists

The LCGB welcomes the extension of support, while regretting that the fuel discount does not cover the whole year. In its statement of 30 October, it says it argued for the discount to remain in place until the end of 2027. It highlights employees, particularly cross-border commuters, for whom a car remains essential for getting to work. LCGB position.

The OGBL, for its part, emphasises the need to reconcile purchasing power with climate commitments. It says it called for a mobility tax credit or a targeted voucher for employees obliged to make long journeys by car. According to the union, the government rejected this proposal. This targeted compensation therefore remains a demand: it should not be presented as a new support measure that is available. OGBL position.

The agreement between the parties therefore does not put an end to the debate over who bears the cost of mobility. It establishes a compromise, while the signatory organisations retain their demands for what comes next.

Curbing inflation does not mean wiping out the rise

The simulations presented by STATEC to the monitoring committee shed light on another limitation. Temporary support cushions prices while it is in place; its withdrawal may shift part of the increase into the following period. The document examines several possible extension periods and their effects on inflation and index tranches.

These scenarios must, however, be distinguished from the compromise ultimately signed. Scenarios in which all products remain covered for several months do not automatically match the different timelines adopted for 2027. They therefore cannot, on their own, be used to announce a definite date for the next indexation.

The STATEC dossier says its next inflation forecasts will be published on 4 November. As of 1 November, this update is still forthcoming. STATEC, presentation of 29 October 2026.

The monitoring committee is due to meet again by February 2027 at the latest. For households, the points to watch in the meantime are practical: the terms applied by suppliers, further details on liquefied petroleum gas and the approaching end of the fuel discount. The agreement aims to provide stability in public support; it does not eliminate uncertainty over energy prices.
